This is not specific to CoolTerm as it may apply to any application.
If CoolTerm has a serial port open then CoolTerm is suddenly killed (shuts down, crashes, etc.) without using the menu to disconnect the port, it is seen by Windows as still using the port (the connect will not work). The only way I have found to release the port is to power cycle the controller. Is there something on the PC that can be done to 'release' the port?

I think this may be due to the driver still holding on to the port and not knowing that the app that has been accessing it is no longer doing so, which can happen if such an app is suddenly killed without allowing it to properly close and release the port. I believe there is a way to restart the driver via the Device Manager in Windows. This might be helpful:
